Performs responsible casework for Child Support Enforcement. Employee is responsible for the Establishment and Enforcement of child support orders and has control and responsibility for the financial management and accounting of these support orders. In monitoring court ordered payments, the worker determines what action to take when the NCP (non-custodial parent) is in arrearage, such as negotiate out of court, take to court or utilize income withholding. Position performs duties and responsibilities with considerable independent judgment under the regular supervision of the Child Support Supervisor II. Establishes a file for each case and obtains all necessary information from the client. Verifies the location of the non-custodial parent. Explains to the absent parent the laws and procedures regarding paternity and child support establishment, medical insurance for dependent children and the various remedies available through voluntary agreements and court actions. Assesses each case and makes referrals to appropriate agencies. Monitors cases and the terms of court orders through ACTS system. Identifies delinquent cases and determines the appropriate enforcement action(s) to take, for example, income withholding, place liens on property and insurance settlements and post bonds or securities. Pepares case documentation for court hearings. Prepares all necessary forms, letters, etc. pertaining to the outcome of court hearings; modifies official documents as necessary. Monitors and reconciles accounts and subaccounts in the ACTS to insure the proper distribution of funds. Maintains cases with up-to-date information. Adheres to the department's safety rules and regulations. Other duties as assigned.

Four year degree and six months experience in eligibility, investigative, judiciary or legal work that provides knowledge, skills and abilities needed to perform the work. Or an associate's degree in business administration, human resources, law enforcement or closely related degree and two years experience in eligibility, investigative, judiciary or legal work that provides knowledge, skills and abilities needed to perform the work. Or graduation from High School and three years experience in eligibility, investigative, judiciary, or other legal work that provides knowledge, skills and abilities needed to perform the work. Or equivalent combination of education and experience. Degrees must be from appropriately accredited institutions.

Thorough knowledge of all aspects of services. Ability to work without close supervision and make decisions that impact families. Must have excellent communication skills and the ability to converse with clients from various socio-economic backgrounds. Ability to establish and maintain effective working relationships with clients, attorneys, court officials and personnel, other Federal, State and local agencies, other employees and the general public; ability to work with courtesy, tact and firmness in dealing with others. Must possess excellent customer service skills. Must have good computer skills.

Must be able to physically perform the basic life operational support functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing and repetitive motions. Must be able to perform light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. The worker is required to have close visual acuity to prepare and analyze data and figures, perform accounting and transcription, work with computer terminal, and perform extensive reading. Worker is required to have close visual acuity to determine the accuracy, neatness and thoroughness of work assigned. The worker is subject to inside environmental conditions: protection from weather conditions but not necessarily from temperature changes. Worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).Worker is exposed to clients and others who are under emotional stress, who may react with harsh or inappropriate language or actions. The worker is in contact with potentially infectious bodily fluids during the performance of his/her duties.
