Collapse/Expand Duties
Performs technical work designing and producing GIS products for County departments and citizens. An employee in this class is responsible for map production, technical work and assistance with, creation and maintenance of data sets and layers, and technical training. Work generally requires the employee to determine the needs of GIS end users and how to design custom applications, interfaces and/or maps that fit those needs. Guides may include Machinery Act of North Carolina guidelines, zoning ordinance, zoning atlas, ArcInfo and ArcView guidelines, relevant state laws and departmental policies and procedures. Work is performed under general supervision of the GIS Coordinator. Gathers data from various sources and converts hard copy data into digital format for use in ArcInfo and/or ArcView. Determines users needs for map(s) and designs them accordingly. Produces hard copy maps for departments and citizens. Produces digital data and export via CD, DVD, and FTP. Creates map projects and produces digital maps. Clips raster images to be used in PowerPoint presentations. Develops custom GIS applications and/or interfaces. Performs spatial analysis using ArcInfo, and resolves errors in data sets and their attributes. Exercises considerable tact and courtesy with County and municipal officials and the general public. Works with departmental users and assists them with various projects and tasks. Troubleshoots problems that users are experiencing with ArcView and/or ArcInfo. Maintains ArcView shapefiles and ArcInfo coverages and geodatabases. Creates and maintains geodatabases, feature classes, maps and metadata. Performs daily reconciliation of GIS versioned geodatabases. Provides technical training to departmental users on ArcView and the general public on the GIS website. Adheres to department's safety rules and regulations. Performs other duties as required and/or assigned. General knowledge of NC state laws, County ordinances and policies affecting land management recording, mapping, zoning and addressing. General knowledge of geographical areas and municipalities of the County. Thorough knowledge of procedures, laws, maps, forms and records used in cadastral mapping. Ability to use various computer hardware and peripheral devices used in daily GIS activities. Thorough knowledge of ESRI products, including ArcInfo, ArcView, ArcIMS, ArcPublisher, and programming languages such as Python, Model Builder and Visual Basic. General knowledge of AutoCAD software and various other digital file types. Knowledge of GPS data collection. Ability to communicate effectively, both orally and in writing. Ability to establish and maintain effective working relationships with County and Municipal Departments, Economic Development, various Chiefs from the County's volunteer fire departments and the general public.
Collapse/Expand Education & Experience
Graduation from an accredited college with a four year degree in geography, computer science, computer programming, GIS, planning, or related field and two years experience with GIS and GPS data collection; or an equivalent combination of education and experience. Intermediate level of experience using ESRI ArcGIS 9.x is required. Valid North Carolina Driver License

Must be able to physically perform the basic life operational support functions of walking, talking, fingering, grasping, hearing, and repetitive motions. Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures; operate a computer; perform extensive reading; perform visual inspection of small defects or parts, operation or inspection of machines; and use measurement devices.
